Instead, I wrote a piece for The Monkey Cage blog in the <em>Washington Post<\/em> explaining why <span data-offset-key=\"760fo-0-0\"><a href=\"http:\/\/wapo.st\/2l1VmlR\">the separatist victory is a manufactured product of Catalonia\u2019s electoral system<\/a>.<\/span><\/p>\n<p>Despite losing the popular vote, pro-independence leaders are still claiming a strong mandate.
