thing has remained constant: George Leventhal has smoked Marc Elrich in fundraising.<\/p>\n<p>Not anymore.<\/p>\n<p>Elrich, who is running against Leventhal, Roger Berliner and Bill Frick to be the next County Executive, just filed his first application for public financing matching funds with the state.\u00a0 So far, Elrich has more in-county contributors than Leventhal (693 to 590) and has raised more money from in-county individuals ($59,717 vs $46,128).\u00a0 But Leventhal has received more public funds, leaving him with a slight lead in total fundraising.\u00a0 Summary data for all qualifying publicly financed candidates appears below.<\/p>\n<p><em><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8581\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-2.png\" a dramatic turn of events from the past.\u00a0 Leventhal and Elrich first ran against each other in 2002 as members of slates headed by County Executive Doug Duncan and Council Member Blair Ewing respectively.\u00a0 Leventhal outraised Elrich by more than 5-1 that year and was backed by <a href=\"https:\/\/www.washingtonpost.com\/archive\/local\/2003\/02\/25\/firms-cash-to-duncan-ballot-allies-criticized\/371f0689-5880-44e1-9c50-26031655a634\/?utm_term=.2667655a665e\">hundreds of thousands of dollars more in slate money from the real estate industry<\/a>.\u00a0 Over the next three cycles, Leventhal raised about twice as much as Elrich.<\/p>\n<p><em><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Leventhal-vs-Elrich-Fundraising.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8580\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Leventhal-vs-Elrich-Fundraising.png\" alt=\"\" width=\"358\" height=\"242\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Leventhal-vs-Elrich-Fundraising.png 358w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Leventhal-vs-Elrich-Fundraising-300x203.png 300w\" sizes=\"auto, (max-width: 358px) 100vw, 358px\" \/><\/a><\/em><\/p>\n<p>But public financing has eroded Leventhal\u2019s edge.\u00a0 That was predictable considering that both Leventhal and Elrich have had around 600 in-county individual contributors each in both the 2010 and 2014 cycles.\u00a0 The ability of a candidate to raise money in the public financing system depends solely on the number of in-county contributors he or she has.\u00a0 So if two candidates have similarly sized individual donor bases, they will raise similar amounts of money.<\/p>\n<p>That fact is not lost on the Leventhal campaign, which sent out the fundraising email below shortly after seeing Elrich\u2019s report.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Leventhal-Fundraising-Email-9-17-1.png\"><img loading=\"lazy\" decoding=\"async\" is right to be concerned about Elrich\u2019s financial success.\u00a0 Leventhal finished fourth and Elrich finished first in the last two at-large council elections despite the fact that Leventhal
