Preliminary Fundraising Totals in Public Campaign Financing, September 2017"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>This morning, we <a href=\"https:\/\/www.theseventhstate.com\/?p=8504\">posted preliminary fundraising totals for candidates in public financing<\/a>.\u00a0 But one of those reports was wrong because of a problem with the State Board of Elections\u2019 processing software.\u00a0 This post contains updated information.<\/p>\n<p>Shortly after our original post, we received the following communication from Council At-Large candidate Hoan Dang\u2019s campaign.<\/p>\n<blockquote><p>Hi Adam, this is Jonathon Rowland, campaign manager for Hoan Dang.\u00a0 Thank you for the article this morning.\u00a0 I just want to correct the amount stated.\u00a0 When we filed with the Board of Elections, our report was duplicated because of a glitch in the system giving us double the amount of donations.\u00a0 We have been in contact with the Board of Elections since Monday to resolve this issue.\u00a0 The actual amount of donations is 316.<\/p><\/blockquote>\n<p>When your author called Rowland for more details, he said that the Dang campaign found the error first and asked the board to correct it.\u00a0 Board staff acknowledged the mistake and said that they were working with their IT developer to fix it going forward.\u00a0 No public funds were ever distributed before the Dang campaign caught the mistake.<\/p>\n<p>Including information provided by Dang\u2019s campaign today, here is the updated comparison of the five campaigns who have applied for public financing.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8522\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-1.png\" alt=\"\" width=\"892\" height=\"241\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-1.png 892w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-1-300x81.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/Public-Financing-Summary-9-17-2.0-1-768x207.png 768w\" sizes=\"auto, (max-width: 892px) 100vw, 892px\" \/><\/a><\/p>\n<p>Dang is not the leader in public financing.\u00a0 George Leventhal, who is running for Executive, is the overall leader in qualifying contributors and receipts.\u00a0 (Executive candidates get higher match rates than council candidates.)\u00a0 Among the council candidates, incumbent Hans Riemer leads in qualifying contributors and Bill Conway leads in matching funds.\u00a0 This should not discount a strong performance by Dang, whose financial numbers are not terribly different from Riemer\u2019s.<\/p>\n<p>Going forward, we hope the state prevents the kinds of mistakes that affected Dang\u2019s campaign.\u00a0 In the initial glitchy filing, Dang supposedly requested $148,328 in public matching funds.\u00a0 (Again, the IT glitch was not Dang\u2019s fault.)\u00a0 In the updated filing, Dang requested $74,144 in public matching funds.\u00a0 That\u2019s a $74,184 difference.\u00a0 If Dang had not caught the mistake, could that difference have conceivably been paid out?\u00a0 There\u2019s no evidence available on that point.\u00a0 But for the good of public confidence in the county\u2019s public financing system, we hope such a mistake never happens.<\/p>\n<p>On a different issue, we asked what happened to Council Member Marc Elrich&#8217;s filing for public matching funds in our <a href=\"https:\/\/www.theseventhstate.com\/?p=8504\">original post<\/a>. \u00a0Elrich said he had enough contributors to qualify back in June but has not filed yet. \u00a0When asked about it on Leventhal surrogate Saqib Ali&#8217;s Facebook page, Elrich said his delay in filing was related to a payment his campaign had made to the county party, which was subsequently ruled to not be in compliance with public financing requirements. \u00a0We reprint Elrich&#8217;s statement below.<\/p>\n<p><a
