{"id":8471,"date":"2017-09-07T17:11:39","date_gmt":"2017-09-07T21:11:39","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=8471"},"modified":"2017-09-07T17:11:39","modified_gmt":"2017-09-07T21:11:39","slug":"seiu-targets-senator-shirley-nathan-pulliam-for-defeat","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=8471","title":{"rendered":"SEIU Targets Senator Shirley Nathan-Pulliam for Defeat"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>The Service Employees International Union (SEIU), one of Maryland\u2019s most powerful labor unions, has targeted District 44 Senator Shirley Nathan-Pulliam for defeat by running one of their own against her.\u00a0 Aletheia McCaskill, a rank-and-file leader in SEIU Local 500, is announcing her challenge to the incumbent on Saturday.\u00a0 Nathan-Pulliam has antagonized SEIU and several other progressive organizations by dragging her heels on last session\u2019s sick leave bill, which she ultimately voted for.<\/p>\n<p>Several things make this race interesting.<\/p>\n<p>1. \u00a0SEIU has a record of defeating Senate incumbents, including Nat Exum and David Harrington (Prince George\u2019s County), Rona Kramer (Montgomery County) and George Della (Baltimore City). Their <a href=\"http:\/\/maryland-politics.blogspot.com\/search\/label\/Nathaniel%20Exum\">negative mail against Exum<\/a> was particularly devastating.<\/p>\n<p><em>One of at least seven anti-Exum mailers from SEIU.<\/em><\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8472\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6.jpg\" alt=\"\" width=\"801\" height=\"1181\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6.jpg 801w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6-203x300.jpg 203w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6-768x1132.jpg 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/exum-seiu-6-695x1024.jpg 695w\" sizes=\"auto, (max-width: 801px) 100vw, 801px\" \/><\/a><\/p>\n<p>2. \u00a0Nathan-Pulliam has not had a truly competitive election in her entire career. She walked into her current Senate seat after the incumbent <a href=\"http:\/\/baltimore.cbslocal.com\/2014\/04\/21\/baltimore-senator-verna-jones-rodwell-to-retire\/\">retired<\/a> and had five straight cakewalk House races before that.\u00a0 She is also not a great fundraiser, raising $77,695 in the 2006 cycle, $72,363 in the 2010 cycle and $124,732 in the 2014 cycle.\u00a0 She reported $33,533 in the bank in January.\u00a0 Those are easy numbers for a big organization like SEIU to overcome.<\/p>\n<p>3. \u00a0Many labor organizations have supported Nathan-Pulliam over the years, including AFT Maryland, MSEA, the Fire Fighters, the Police, UFCW Local 400, several building trades local unions, the AFL-CIO and <a href=\"http:\/\/www.shirleynathan-pulliam.com\/seiu_md_dc_state_council_endorses_shirley_nathan_pulliam\">SEIU<\/a>. Those unions have given her more than $30,000 over the last four cycles.\u00a0 How many of them will follow SEIU\u2019s lead and dump the incumbent?<\/p>\n<p><em>SEIU endorses Nathan-Pulliam in 2014.<\/em><\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/SEIU-Nathan-Pulliam.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8473\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/SEIU-Nathan-Pulliam.png\" alt=\"\" width=\"999\" height=\"975\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/SEIU-Nathan-Pulliam.png 999w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/SEIU-Nathan-Pulliam-300x293.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2017\/09\/SEIU-Nathan-Pulliam-768x750.png 768w\" sizes=\"auto, (max-width: 999px) 100vw, 999px\" \/><\/a><\/p>\n<p>4. \u00a0Nathan-Pulliam has not represented many of her current constituents all that long. True, she has been in office since 1994.\u00a0 But her district has changed substantially since then.\u00a0 <a href=\"http:\/\/planning.maryland.gov\/PDF\/Redistricting\/2010maps\/Leg\/Baltimore.pdf\">District 44<\/a> now includes a portion of the western part of Baltimore City along with Lochearn, Woodlawn, Catonsville and the areas around US-40 and I-70 in Baltimore County.\u00a0 Prior to that, Nathan-Pulliam represented District 10.\u00a0 During the 2000s, District 10 <a href=\"http:\/\/planning.maryland.gov\/PDF\/OurProducts\/Redistrict\/LegDist\/District\/Color_Map\/SenateDist\/2002ld_dist10.PDF\">did not include any part of the City<\/a> and during the 1990s, the City portions it did include <a href=\"http:\/\/msa.maryland.gov\/msa\/mdmanual\/07leg\/map\/html\/bcm.html\">are not part of today\u2019s District 44<\/a>.\u00a0 This somewhat erodes the advantage a decades-long incumbent would normally have.<\/p>\n<p>5. \u00a0At <a href=\"http:\/\/msa.maryland.gov\/msa\/mdmanual\/05sen\/html\/msa12283.html\">age 78<\/a>, Nathan-Pulliam could decide not to fight SEIU and simply retire.<\/p>\n<p>We reprint McCaskill\u2019s kickoff announcement below.<\/p>\n<p>*****<\/p>\n<p>Event: Working Families Democrat and SEIU Union Leader Aletheia McCaskill announces a Democratic primary challenge in Maryland\u2019s 44th State Senatorial District<\/p>\n<p>Date:\u00a0 September 9, 2017, 2:00-4:00<\/p>\n<p>Where: Karate Family Center 1101 N.
