{"id":7632,"date":"2017-02-20T07:00:15","date_gmt":"2017-02-20T12:00:15","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=7632"},"modified":"2017-02-19T17:24:54","modified_gmt":"2017-02-19T22:24:54","slug":"setting-the-record-straight","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=7632","title":{"rendered":"Setting the Record Straight"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>County Executive Ike Leggett has thrown in the towel on efforts to reform the county\u2019s Department of Liquor Control (DLC).\u00a0 We will have something to say about that soon.\u00a0 But first, let\u2019s address a claim the Executive <a href=\"http:\/\/www.bethesdamagazine.com\/Bethesda-Beat\/2017\/Leggett-Withdraws-Liquor-Authority-Bill\/\">has made in Bethesda Magazine<\/a>: namely, that \u201cthe department\u2019s critics have failed to put forth a proposal that included replacing the DLC\u2019s profits.\u201d<\/p>\n<p>That is flat-out untrue.<\/p>\n<p>On August 15, 2016, while the Executive\u2019s DLC task force was meeting, your author posted <a href=\"https:\/\/www.theseventhstate.com\/?p=6987\">a proposal on Seventh State<\/a> for replacing DLC\u2019s profits.\u00a0 Our concept was to replace every dime of DLC\u2019s net income with a combination of revenue sharing with the state, opening a few new liquor stores and financing the county\u2019s liquor bonds with cable funds.\u00a0 No new taxes or fees would be required.\u00a0 In the email below, your author asked Bonnie Kirkland, the Executive Branch staffer running the task force, to have the proposal studied by the administration\u2019s consultant.\u00a0 Ms. Kirkland agreed to do that.\u00a0 But the <a href=\"http:\/\/montgomerycountymd.gov\/exec\/Resources\/Files\/liquorworkgroup\/analysis-options-dlc_operations-PFMGroup_11-14-2016.pdf\">consultant\u2019s report<\/a> never examined our proposal and does not reference it at all.\u00a0 And now the Executive claims that our proposal never existed.<\/p>\n<p>Let\u2019s give the Executive the benefit of the doubt.\u00a0 No Executive is aware of every interaction his staff has with the public.\u00a0 But it\u2019s absolutely untrue that we had no proposal to replace DLC\u2019s profits.\u00a0 We did and we shared it with his staff.\u00a0 It was simply ignored by his administration.<\/p>\n<p>Below is the email exchange your author had with Ms. Kirkland as proof.\u00a0 Let no one \u2013 not the Executive, not his staff, not anyone at the County Council and not anyone else \u2013 continue to claim that we presented no ideas for replacing DLC\u2019s profits.<\/p>\n<p>*****<\/p>\n<p>From: Kirkland, Bonnie &lt;Bonnie.Kirkland@montgomerycountymd.gov&gt;<\/p>\n<p>Sent: Thursday, September 1, 2016 3:47 PM<\/p>\n<p>To: Pagnucco, Adam<\/p>\n<p>Subject: Re: Proposal on liquor monopoly revenue<\/p>\n<p>Adam &#8211; The proposal, along with the others, is under analysis by the consultant.
