Democrats, It\u2019s Time for Change"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>December 13 will be an important date for the fortunes of Democrats across the State of Maryland.\u00a0 It\u2019s not because that is the date of a primary election; that won\u2019t happen for another year and a half.\u00a0 It\u2019s not because a critical piece of legislation will be passing; the General Assembly won\u2019t be in session.\u00a0 And it won\u2019t be because Donald Trump will decide that being President isn\u2019t worth it (although one can dream).<\/p>\n<p>December 13 is the day on which the Montgomery County Democratic Central Committee (MCDCC) will select its new officers.\u00a0 And it comes at a critical time for county Democrats, as well as party members all over the state.<\/p>\n<p>When MCDCC is acknowledged by the general public at all, it is usually because of its power under the state\u2019s constitution to fill state legislative vacancies.\u00a0 But the Central Committee does far more than that.\u00a0 Its principal purposes are to build the party, support Democratic candidates and turn out its members to vote.\u00a0 Every four years, the county party raises more than $200,000 for state and local elections and more than $700,000 for federal elections.\u00a0 Major uses of funds include voter registration, production of the party\u2019s sample ballot, coordinated campaigning with Democratic candidates in general elections and overhead associated with the party\u2019s office in Kensington.<\/p>\n<p>MoCo\u2019s Democratic Party has played a fabled role in state politics for many years.\u00a0 It is by far the wealthiest local party organization in the state.\u00a0 It draws on hundreds of precinct officials and other activists for volunteer activities.\u00a0 It has delivered hundreds of thousands of votes to statewide candidates like former Governors William Donald Schaefer, Parris Glendening and Martin O\u2019Malley, none of whom represented MoCo in their prior positions.\u00a0 The party\u2019s influence has been so extensive that statewide Democratic nominees could offset their losses in Western Maryland and the Eastern Shore by racking up votes in MoCo, thereby leaving the Baltimore suburbs as the battle ground in which most races are decided.<\/p>\n<p>But those halcyon days are coming to an end.\u00a0 The MoCo Democratic Party is in trouble, and that means the state Democratic Party is also in trouble.\u00a0 Consider the following.<\/p>\n<p><strong>Turnout of MoCo Democrats Has Plummeted in Gubernatorial General Elections<\/strong><\/p>\n<p>In recent years, federal Democratic candidates almost always win across Maryland in presidential elections outside of the GOP-packed First Congressional District.\u00a0 The real purpose of the party apparatus is to win the races for Governor.\u00a0 From 1990 through 2006, MoCo played an outsize role in Democratic gubernatorial victories.\u00a0 Turnout rates among MoCo Democrats varied from 62% to 69% and, aside from Robert Ehrlich\u2019s win in 2002, contributed heavily to Democratic victories.\u00a0 But turnout among MoCo Democrats fell to 55% in 2010 and 45% in 2014.\u00a0 Part of that was due to soaring voter registrations during the Obama years.\u00a0 But the absolute number of MoCo Democrats who voted declined by nearly 20,000 between 2006 and 2014.\u00a0 Simply put, the county party has lost its ability to turn out its members for gubernatorial general elections.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-7376\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Turnout-Gub-Generals.png\" alt=\"moco-turnout-gub-generals\" width=\"416\" height=\"241\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Turnout-Gub-Generals.png 416w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Turnout-Gub-Generals-300x174.png 300w\" sizes=\"auto, (max-width: 416px) 100vw, 416px\" \/><\/p>\n<p><strong>MoCo Democrats Contribute Fewer Votes to Statewide Races<\/strong><\/p>\n<p>From 1990 through 2006, roughly 10% of all votes in gubernatorial general elections came from MoCo Democrats.\u00a0 This was a major factor in wins by Schaefer, Glendening and O\u2019Malley.\u00a0 But MoCo Democrats accounted for 9.6% of total votes in 2010 and 9.3% in 2014, the lowest percentages in decades. \u00a0Let\u2019s put it another way.\u00a0 Between 2006 and 2014, the total number of votes in gubernatorial elections decreased by 60,928.\u00a0 The number of votes cast by MoCo Democrats declined by 19,653.\u00a0 <em>That means MoCo Democrats accounted for nearly one-third of all voter losses statewide over two cycles.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-7375\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Democrats-Share-of-Gub.png\" alt=\"moco-democrats-share-of-gub\" width=\"650\" height=\"301\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Democrats-Share-of-Gub.png 650w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2016\/12\/MoCo-Democrats-Share-of-Gub-300x139.png 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/p>\n<p>Finally, consider this.\u00a0 Larry Hogan won the Governor\u2019s race in 2014 by <a href=\"http:\/\/elections.state.md.us\/elections\/2014\/results\/General\/gen_results_2014_2_003-.html\">65,510 votes<\/a>.\u00a0 If the turnout rate among MoCo Democrats in 2014 was the same as it was in 2006, they would have cast an additional 77,375 votes.\u00a0 The decline of the MoCo Democratic Party played a huge role in putting Larry Hogan into Government House.<\/p>\n<p>Why is this happening?\u00a0 Let\u2019s recall that 2006 was a recent peak of party performance and two massive changes in campaigning have happened since: the rise of political email and the rise of political social media.\u00a0 Those two things contributed mightily to the success of Barack Obama.\u00a0 State and local candidates across Maryland use them aggressively.\u00a0 But not MCDCC.\u00a0 The party\u2019s <a href=\"https:\/\/www.facebook.com\/Montgomery.County.Democrats\/\">Facebook page<\/a> is devoid of interesting content and has just over 1,000 likes in a county that has <a href=\"http:\/\/www.montgomerycountymd.gov\/Elections\/Resources\/Files\/pdfs\/stats\/2016\/Monthly_Stats_OCT_2016.pdf\">nearly 400,000 registered Democrats<\/a>.\u00a0 Its email program is practically non-existent.\u00a0 The party does almost nothing to promote the successes of Democratic elected officials and makes no case against the state\u2019s GOP Governor, who has a <a href=\"https:\/\/www.washingtonpost.com\/page\/2010-2019\/WashingtonPost\/2016\/10\/06\/National-Politics\/Polling\/question_17501.xml?uuid=zJnScIurEeaM3E-7GXO1Bg\">66% job approval rating in MoCo<\/a>.\u00a0 Even the party\u2019s clunky sample ballot, a vestige of a time when paper was the primary means of political communication, was only mailed out this year to newly registered Democrats when it was once mailed out to all.<\/p>\n<p>MCDCC desperately needs new, aggressive and modern leadership.\u00a0 It needs leaders who understand <a href=\"https:\/\/www.theseventhstate.com\/?p=6440\">how to campaign in the 21<sup>st<\/sup> Century<\/a>.\u00a0 It needs leaders who are committed to reaching out to people of color and immigrants who <a href=\"https:\/\/www.theseventhstate.com\/?p=6434\">disproportionately do not vote in gubernatorial general elections<\/a>.\u00a0 It needs a new culture of innovation, a culture which values trying new things over and over until some of them actually work.<\/p>\n<p>MoCo Democrats, it\u2019s time for change.<\/p>\n<p>Will we get it?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Adam
