{"id":14960,"date":"2021-03-15T07:00:00","date_gmt":"2021-03-15T11:00:00","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=14960"},"modified":"2021-03-14T13:12:06","modified_gmt":"2021-03-14T17:12:06","slug":"bidens-billions","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=14960","title":{"rendered":"Biden\u2019s Billions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By Adam Pagnucco.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden and Democrats in Congress <a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/03\/11\/biden-sign-stimulus-covid-relief-congress-checks\/\">passed a mammoth economic stimulus plan last week<\/a>. The plan contains hundreds of billions of dollars in aid to states and local governments. How much of that is coming to Maryland?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to U.S. Senators Ben Cardin and Chris Van Hollen, a LOT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cardin and Van Hollen <a href=\"https:\/\/www.cardin.senate.gov\/newsroom\/press\/release\/cardin-van-hollen-secure-maryland-funding-in-senate-passed-american-rescue-plan\">estimate<\/a> that Maryland and its local jurisdictions will receive a total of nearly $6.4 billion, with the state getting $3.9 billion, the counties getting $1.2 billion and municipalities getting $1.1 billion. The money can be used to respond to or mitigate the COVID-19 health emergency or its negative economic impacts, including assistance to households, small businesses, nonprofits, and aid for tourism, travel, and hospitality; provide essential workers with premium pay; cover revenue loss as a result incurred as a result of the COVID-19 emergency; or to make necessary investments in water, sewer, or broadband infrastructure. The money cannot be used to support any pension fund or offset a tax cut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The table below shows the estimated distribution of funds by county.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County.png\"><img loading=\"lazy\" decoding=\"async\" width=\"790\" height=\"1024\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County-790x1024.png\" alt=\"\" class=\"wp-image-14961\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County-790x1024.png 790w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County-231x300.png 231w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County-768x995.png 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Money-by-County.png 932w\" sizes=\"auto, (max-width: 790px) 100vw, 790px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The table below shows the estimated distribution of funds for MoCo and its municipalities.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Funds-MoCo.png\"><img loading=\"lazy\" decoding=\"async\" width=\"841\" height=\"740\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Funds-MoCo.png\" alt=\"\" class=\"wp-image-14962\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Funds-MoCo.png 841w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Funds-MoCo-300x264.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2021\/03\/Biden-Stimulus-Funds-MoCo-768x676.png 768w\" sizes=\"auto, (max-width: 841px) 100vw, 841px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also includes lots of additional money for <a href=\"https:\/\/www.future-ed.org\/what-congressional-covid-funding-means-for-k-12-schools\/\">education<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/local\/trafficandcommuting\/stimulus-transportation\/2021\/03\/08\/dceb4e00-802b-11eb-81db-b02f0398f49a_story.html\">transportation<\/a> and more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This doesn\u2019t solve all of MoCo\u2019s budget problems, especially the issues connected to the county\u2019s <a href=\"https:\/\/bethesdamagazine.com\/bethesda-beat\/opinion\/opinion-will-northern-virginia-leave-montgomery-county-in-the-dust\/\">long-term lack of competitiveness in the region<\/a>. But it should help the county balance its budget without raiding reserves or retiree health care so long as it practices some spending restraint. One mistake that the county should not make is to use this one-time funding to initiate new indefinite, long-term spending. This federal money, while welcome, is temporary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The executive\u2019s recommended budget comes out later today.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Adam Pagnucco.
