{"id":14952,"date":"2021-03-09T11:37:39","date_gmt":"2021-03-09T16:37:39","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=14952"},"modified":"2021-03-09T11:37:44","modified_gmt":"2021-03-09T16:37:44","slug":"house-subcommittee-kills-grocery-store-alcohol-sales-bill","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=14952","title":{"rendered":"House Subcommittee Kills Grocery Store Alcohol Sales Bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By Adam Pagnucco.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Daily Record has <a href=\"https:\/\/thedailyrecord.com\/2021\/03\/05\/md-liquor-bills-hit-roadblocks-in-the-house\/\">reported<\/a> that a House of Delegates subcommittee has effectively killed <a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/hb0996\">Delegate Lily Qi\u2019s bill<\/a> allowing some grocery stores to sell beer and wine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Passing this legislation was always going to be an uphill battle even though <a href=\"https:\/\/www.theseventhstate.com\/?p=13861\">more than 70% of Marylanders support grocery store sales of beer and wine<\/a> and the Maryland Retailers Association <a href=\"https:\/\/mdalcoholchoice.com\/\">was making a big push for it<\/a>. The Daily Record quoted Eastern Shore Republican Delegate Steven Arentz making the classic argument against the bill:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Most of our package stores are family-owned\u2026 We have three major grocery stores in Queen Anne\u2019s County, and each one of them has a liquor store within 100 yards of them\u2026 this will put them out of business.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Delegate Qi correctly noted that six MoCo grocery stores allowed to sell beer and wine had smaller beer and wine stores nearby, <a href=\"https:\/\/www.theseventhstate.com\/?p=14825\">as we reported on Seventh State<\/a>. The notion that grocery store alcohol sales will wipe out package stores is a myth and we proved it. Both appear in purple ovals.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill is still technically alive in the Senate as it was <a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/SB0763?ys=2021RS\">introduced there by Baltimore City Senator Cory McCray<\/a>. But the vote by the <a href=\"https:\/\/msa.maryland.gov\/msa\/mdmanual\/06hse\/html\/com\/03eco.html#alcoholic\">Alcoholic Beverages Subcommittee<\/a> of the <a href=\"https:\/\/msa.maryland.gov\/msa\/mdmanual\/06hse\/html\/com\/03eco.html\">House Economic Matters Committee<\/a> against Qi\u2019s version of the bill prompted her to say that she is withdrawing it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Delegate Qi told me that she believes the vote in the Alcoholic Beverages Subcommittee against her bill was unanimous.
