Part One"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By Adam Pagnucco.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, Governor Larry Hogan announced that Maryland would enter <a href=\"https:\/\/governor.maryland.gov\/2020\/09\/01\/governor-hogan-announces-beginning-of-stage-three-of-marylands-covid-19-recovery-additional-safe-and-gradual-reopenings\/\">phase 3 of its reopening<\/a>, which included a partial lifting of restrictions on indoor theaters, outdoor venues, retail stores and religious institutions. County Executive Marc Elrich <a href=\"https:\/\/bethesdamagazine.com\/bethesda-beat\/coronavirus\/montgomery-county-not-ready-to-move-to-phase-3-of-reopening-officials-say\/\">said<\/a> he was a \u201cbit disappointed\u201d with the decision and said the governor \u201chas again taken us by surprise.\u201d Declaring <a href=\"https:\/\/www.wusa9.com\/article\/news\/health\/coronavirus\/montgomery-county-not-moving-to-stage-3-reopening-with-maryland\/65-617e1c9e-2ab5-438f-9b89-d5ecde39c76a\">\u201cthis is not party time,\u201d<\/a> Elrich declined to follow the state\u2019s reopening plan, which he is allowed to do under the governor\u2019s executive orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jurisdictions around the state <a href=\"https:\/\/conduitstreet.mdcounties.org\/2020\/09\/03\/state-moves-to-phase-3-reopening-county-decisions-mixed\/\">are split<\/a>. Anne Arundel, Montgomery and Prince George\u2019s Counties are not proceeding to phase 3. Baltimore City is not either, although it is <a href=\"https:\/\/baltimore.cbslocal.com\/2020\/09\/02\/coronavirus-latest-baltimore-mayor-jack-young-gives-covid-19-update\/\">relaxing some restrictions<\/a>. Most of the rest of the state, including large jurisdictions like Baltimore County, Frederick and Howard, are moving into phase 3 with a handful of small counties not making announcements yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elrich has said time and again that his reopening decisions are made based on data and science. Elrich\u2019s critics say he is not balancing economic needs with public health and that county restrictions are driving MoCo residents to spend money in neighboring jurisdictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who is right?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, let\u2019s look at MoCo\u2019s <a href=\"https:\/\/www.montgomerycountymd.gov\/covid19\/data\/\">COVID-19 dashboard<\/a>, which tabulates 10 quantitative data points and 7 qualitative data points identified by the county as relevant to its progress. At this writing (Sunday, September 6), 4 data points (intensive care unit bed utilization, percentage of ventilators in use, test positivity and hospitalizations) have been rated adequate on at least 80% of the days since the county went into phase 2. No data points have been rated inadequate on a majority of those days, although one (acute care bed utilization rate) was close. This is not a perfect record, but it\u2019s a decent one.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"578\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Reopening-Phase-Metrics-9-6-20-1024x578.png\" alt=\"\" class=\"wp-image-13717\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Reopening-Phase-Metrics-9-6-20-1024x578.png 1024w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Reopening-Phase-Metrics-9-6-20-300x169.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Reopening-Phase-Metrics-9-6-20-768x434.png 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Reopening-Phase-Metrics-9-6-20.png 1433w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The record looks stronger when these numbers are compared to the worst days in May. Let\u2019s look at the county\u2019s weakest measure: acute care bed utilization rate. This measure has averaged just above 70% in the last couple weeks. It topped out at 82% in early May. Bear in mind that this is the county\u2019s weakest measure and it has shown improvement.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"578\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Acute-Bed-Utilization-9-6-20-1024x578.png\" alt=\"\" class=\"wp-image-13718\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Acute-Bed-Utilization-9-6-20-1024x578.png 1024w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Acute-Bed-Utilization-9-6-20-300x169.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Acute-Bed-Utilization-9-6-20-768x434.png 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Acute-Bed-Utilization-9-6-20.png 1433w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Now here is one of the county\u2019s strongest measures: the percentage of the county\u2019s ventilators in use. In the second week of May, this measure peaked at just over 60%. It has now been under 30% since mid-August.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"578\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Ventilators-in-Use-9-6-20-1024x578.png\" alt=\"\" class=\"wp-image-13719\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Ventilators-in-Use-9-6-20-1024x578.png 1024w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Ventilators-in-Use-9-6-20-300x169.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Ventilators-in-Use-9-6-20-768x434.png 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Ventilators-in-Use-9-6-20.png 1433w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The qualitative criteria are even better. As of September 6, 4 criteria were judged to be met and 3 were making progress.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"515\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Qualitative-Criteria-9-6-20-1024x515.png\" alt=\"\" class=\"wp-image-13720\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Qualitative-Criteria-9-6-20-1024x515.png 1024w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Qualitative-Criteria-9-6-20-300x151.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Qualitative-Criteria-9-6-20-768x386.png 768w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2020\/09\/Qualitative-Criteria-9-6-20.png 1461w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Elrich and his critics can each find support for their arguments in this data. Elrich can say that not every measure is where it should be and that the trend of improvement is not as robust as it was in June or July. Those who disagree can say that most measures have been improving, and if that is not enough to justify further reopening, then what is?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of the above is just one dimension of the issue.
