{"id":13686,"date":"2020-08-31T07:00:00","date_gmt":"2020-08-31T11:00:00","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=13686"},"modified":"2020-10-31T13:18:50","modified_gmt":"2020-10-31T17:18:50","slug":"jawando-pushes-back-on-misleading-nine-districts-video","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=13686","title":{"rendered":"Jawando Pushes Back on Misleading Nine Districts Video"},"content":{"rendered":"\n<p><em>By Adam Pagnucco.<\/em><\/p>\n\n\n\n<p>Council Member Will Jawando, who is shown in a video by Nine Districts for MoCo in alleged support of their position, has denounced the video as intended to \u201cmislead the public.\u201d<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.youtube.com\/watch?v=lqSEGbRoT6k\">video<\/a>, for which Nine Districts has taken out a Facebook ad, shows footage of Jawando speaking at a session of the county\u2019s charter review commission in February. The video prefaces his remarks with the statement, \u201cWhy Montgomery County needs 9 Districts\u2026\u201d The video then shows him saying the following in an edited clip:<\/p>\n\n\n\n<p><em>People should elect who represent their values, and to some points earlier, you know, there\u2019s growing upcounty population\u2026 I do think the issue of representation is important. You know, I don\u2019t\u2026 everyone in the county is not equally heard. Right, big surprise.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Council Member Will Jawando on lack of representation on County Council\" width=\"474\" height=\"267\" src=\"https:\/\/www.youtube.com\/embed\/lqSEGbRoT6k?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Here is what the Nine Districts group is not telling people: not only does Jawando not support their position, he actually argued against it in front of the charter review commission at that very same event. The commission posted a <a href=\"https:\/\/www.youtube.com\/watch?v=h7BQbhl3FC0&amp;feature=youtu.be\">video<\/a> showing Jawando\u2019s full comments (along with everyone else) and he mentioned Prince George\u2019s County, which <a href=\"https:\/\/www.theseventhstate.com\/?p=13396\">had a nine district council for decades<\/a> and added two at-large seats in 2018:<\/p>\n\n\n\n<p><em>I\u2019d also add that the Prince George\u2019s County model that was mentioned is not insignificant because they were in that district model for a long time and, again, added two members, went to eleven, added two at-large members because they were having these parochial fights that they couldn\u2019t get anything done and were not as collegial as they wanted to be. And I\u2019ve spoken to a lot of them and they think it\u2019s working pretty well with the at-large members.<\/em><\/p>\n\n\n\n<p><em>And I think you don\u2019t want to give people less representation, you want to have more. Right now, it\u2019s true, you can decide whether you think this is good or not, but every person in the county votes for five members of the council, a majority of the council, and I just think that\u2019s such a significant and powerful point. Now whether they come to your community or not, or they\u2019re representing\u2026 I certainly try, you know, when anyone wants me to come, I\u2019ll come, and I don\u2019t know what\u2019s been true in the past, but I think that is a powerful, powerful tool and to lose that, I think it\u2019s not good for the voter.<\/em><\/p>\n\n\n\n<p>The commission\u2019s video, starting at the point when Jawando\u2019s full remarks begin, is below.<\/p>\n\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Charter Review Listening Session - Feb. 8, 2020\" width=\"474\" height=\"267\" src=\"https:\/\/www.youtube.com\/embed\/h7BQbhl3FC0?start=3760&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>I asked Jawando for a statement on the Nine Districts video. He said:<\/p>\n\n\n\n<p><em>It is disappointing but perhaps not surprising that the Nine District campaign is using a partial clip of a longer statement of mine in order to mislead the public. Let me be very clear that I support Question C, which adds two additional district seats while maintaining At-Large Councilmember seats. Voters deserve more representation not less and must be able to have their voices heard by five councilmembers \u2013 four at-large and one representative for their district. The Nine District proposal to eliminate at-large seats actually disenfranchises voters by limiting their voice on the council to one elected member.<\/em><\/p>\n\n\n\n<p>It\u2019s clear that Jawando opposes nine districts.  He argued against the proposal at the same event from which the Nine Districts group uses an edited video clip to allege that he supports them. Jawando also <a href=\"https:\/\/www.theseventhstate.com\/?p=13538\">voted in favor of a rival proposal to keep the at-large seats and add two district seats<\/a>. Nine Districts knows all of this very well. Their video is indeed misleading and should be taken down.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Adam Pagnucco.
