County Executive Marc Elrich was set to announce a <a href=\"https:\/\/bethesdamagazine.com\/bethesda-beat\/coronavirus\/montgomery-county-will-start-its-reopening-on-monday-elrich-says\/\">phase 1 reopening of county businesses<\/a>, mirroring in part the recent announcement by Governor Larry Hogan. It was an occasion for cautious optimism with sober recognition of the challenges ahead.<\/p>\n\n\n\n<p>Instead, it turned into a mud-splattered free-for-all.<\/p>\n\n\n\n<p>That was probably inevitable given how the event was staged. The county announced through a press release the night before that the event was taking place at the Kentlands and <a href=\"https:\/\/bethesdamagazine.com\/bethesda-beat\/coronavirus\/county-executive-still-not-setting-specific-date-for-reopening\/\">Bethesda Beat published it<\/a>. That gave protesters time to prepare and they weren\u2019t planning on handing out cupcakes and milk. Just two weeks ago, they <a href=\"https:\/\/www.capitalgazette.com\/coronavirus\/ac-cn-annapolis-re-open-maryland-protest-20200515-20200515-s45k57vk45hcbjljsg225lxmy4-story.html\">descended on Annapolis<\/a> \u2013 many without masks \u2013 to resist \u201ctyranny\u201d and \u201ctrampling the U.S. Constitution.\u201d Why would they behave differently in Rockville?<\/p>\n\n\n\n<p>The smart thing to do would have been to hold the event in a controlled environment in the executive office building with attendance limited to press. But the administration decided to go for a photo-op in the Kentlands\u2019 business district instead. Well, a photo-op was had \u2013 for the protesters. They got ample coverage from <a href=\"https:\/\/www.nbcwashington.com\/news\/local\/montgomery-county-to-enter-phase-one-on-monday\/2315651\/\">NBC4<\/a>, <a href=\"https:\/\/wjla.com\/news\/local\/montgomery-co-restrictions-loosened-erlich-booed\">WJLA<\/a>, <a href=\"https:\/\/wtop.com\/coronavirus\/2020\/05\/montgomery-county-coronavirus-update-may-28\/\">WTOP<\/a>, <a href=\"https:\/\/bethesdamagazine.com\/bethesda-beat\/coronavirus\/montgomery-county-will-start-its-reopening-on-monday-elrich-says\/\">Bethesda Beat<\/a> and even <a href=\"https:\/\/baltimore.cbslocal.com\/2020\/05\/28\/protesters-boo-yell-fascist-and-nazi-at-montgomery-county-executive-marc-erlich-during-coronavirus-press-conference\/\">Baltimore TV<\/a> that they would not have received at a controlled indoor event.<\/p>\n\n\n\n<p>\u201cDictator!\u201d \u201cFascist!\u201d \u201cNazi!\u201d \u201cLiar!\u201d \u201cRecall!\u201d \u201cTrump 2020 baby, that\u2019s what this is all about!\u201d Those were the nice comments. The protesters repeatedly interrupted and shouted down the executive, preventing others from hearing him. At an event with such heckling, a communications person normally steps forward to cut it off early. Instead, Elrich actually took questions and prolonged the event, which went on for more than 20 minutes. One unmasked fellow in a hat and sunglasses stood behind him for nearly 15 minutes and, at one point, got dangerously close to the executive. Police officers were present. Just like in Annapolis, the event turned into a mass gathering with unmasked people. The COVID-19 crisis is not over. It\u2019s a complete contradiction to the county\u2019s message to allow \u2013 much less to CREATE \u2013 a mass gathering including unmasked individuals. They are an embarrassment to the county. All of that said, they should never have been given a grand stage on which to run amok in front of TV cameras.  Someone on Elrich\u2019s communications team should have raised what a bad idea it would be to hold the event in public with notice to anyone who wanted to attend. Some shutdown protests around the country have <a href=\"https:\/\/www.washingtonpost.com\/nation\/2020\/05\/13\/protest-violence-coronavirus\/\">turned violent<\/a> and <a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/05\/01\/849017021\/protestors-swarm-michigan-capitol-amid-showdown-over-governors-emergency-powers\">armed protesters even stormed the Michigan Capitol<\/a>. The protesters succeeded in turning an announcement which should have furthered stability and progress into one that spotlighted division and chaos.<\/p>\n\n\n\n<p>This event should not have happened.<\/p>\n\n\n\n<p>But it did.
