Mary Ann Lisanti<\/a>\u2019s (D-Harford) pariah status within the House of Delegates may have the important side effect of aiding cell-phone company efforts to get a favored bill passed.<\/p>\n\n\n\n<p>Expansion of 5G networks requires small cell phone towers going into neighborhoods. <a href=\"http:\/\/mgaleg.maryland.gov\/webmga\/frmMain.aspx?pid=sponpage&amp;tab=subject6&amp;id=davis%20d&amp;stab=01\">Del. Dereck Davis<\/a> (D-Prince George\u2019s), the Chair of the Economic Matter Committee, has <a href=\"http:\/\/mgaleg.maryland.gov\/webmga\/frmMain.aspx?pid=billpage&amp;tab=subject3&amp;id=hb0654&amp;stab=01&amp;ys=2019RS\">sponsored the bill favored by business<\/a>. Lisanti, who also served on Economic Matters until losing her committee assignments, <a href=\"http:\/\/www.mgaleg.maryland.gov\/webmga\/frmMain.aspx?pid=billpage&amp;tab=subject3&amp;id=hb1020&amp;stab=01&amp;ys=2019RS\">sponsored the more progressive and neighborhood-oriented bill<\/a>.<\/p>\n\n\n\n<p>One key difference between the bills is that Davis\u2019s <a href=\"http:\/\/mgaleg.maryland.gov\/2019RS\/fnotes\/bil_0004\/hb0654.pdf\">would\npreempt all local laws<\/a>, while Lisanti\u2019s <a href=\"http:\/\/www.mgaleg.maryland.gov\/2019RS\/fnotes\/bil_0000\/hb1020.pdf\">would\ngrandfather in all existing local laws<\/a> on the installation of small\nwireless facilities. Another important difference is that Davis\u2019s bill bans the\ncollection of any fees from wireless providers, but the competing legislation would\nallow collection of a surcharge of up to 1% of revenues in order to provide\nwireless to underserved areas around the State. <\/p>\n\n\n\n<p>Prior to Lisanti\u2019s censorship by the House for use of a hateful racial epithet, her bill was gaining more traction than Davis\u2019s. While Davis\u2019s bill has no cosponsors, Lisanti\u2019s has 17 with seven sitting on the Economic Matters Committee. While Lisanti\u2019s bill did not have a public majority of the committee yet, her bill presented an unusually strong challenge to the one favored by the Chair.<\/p>\n\n\n\n<p>Unless another delegate is willing to take up the lead in\nfighting for the bill, including facing off against a powerful committee chair,\nDereck\u2019s more conservative legislation may prevail thanks to Lisanti\u2019s\nexclusion. Davis and the cell-phone industry look to notch up a victory as the\nneighborhood-oriented legislation is collateral damage to Lisanti\u2019s fall.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Del.
