{"id":10715,"date":"2018-05-28T07:00:51","date_gmt":"2018-05-28T11:00:51","guid":{"rendered":"https:\/\/www.theseventhstate.com\/?p=10715"},"modified":"2018-05-25T17:24:04","modified_gmt":"2018-05-25T21:24:04","slug":"council-at-large-fundraising-history","status":"publish","type":"post","link":"https:\/\/www.theseventhstate.com\/?p=10715","title":{"rendered":"Council At-Large Fundraising History"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>Last week, we wrote about <a href=\"https:\/\/www.theseventhstate.com\/?p=10705\">fundraising in the Council At-Large race<\/a>.\u00a0 Today we put that in perspective.\u00a0 How do today\u2019s campaigns compare to the campaigns of the past?<\/p>\n<p>There are two big differences between this year\u2019s Council At-Large race and its three predecessors: 2006, 2010 and 2014.\u00a0 The first is the presence of public financing.\u00a0 The second is the number of open seats.\u00a0 In 2006, there was one open seat vacated by Steve Silverman, who ran for County Executive.\u00a0 In 2010 and 2014, all four incumbents ran again.\u00a0 This year, there are three at-large vacancies \u2013 something that has never happened before.<\/p>\n<p>One thing that all four cycles have in common is the importance of fundraising.\u00a0 Public financing may have changed the mode by which fundraising occurs, but it did not reduce the centrality of fundraising to the prospect of winning.\u00a0 Raising a lot of money doesn\u2019t guarantee success, but it\u2019s hard to win without it!<\/p>\n<p>Below is a chart showing fundraising for Council At-Large candidates over the last four cycles.\u00a0 Candidates shown include incumbents, winners and all others raising at least $150,000.\u00a0 Contributions to 2018 candidates go through the Pre-Primary 1 report, which was due on May 22.\u00a0 Incumbency, endorsements by the Washington Post and MCEA and place of finish are also shown.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/Council-At-Large-Fundraising-History.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-10716\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/Council-At-Large-Fundraising-History.png\" alt=\"\" width=\"765\" height=\"663\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/Council-At-Large-Fundraising-History.png 765w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/Council-At-Large-Fundraising-History-300x260.png 300w\" sizes=\"auto, (max-width: 765px) 100vw, 765px\" \/><\/a><\/p>\n<p>Since 2006, all candidates who raised at least $240,000 won with one exception: Duchy Trachtenberg.\u00a0 In 2010, Trachtenberg \u2013 then a first-term incumbent \u2013 committed one of the craziest decisions of all time by sitting on $146,000.\u00a0 Rumor had it that she had polls showing her winning and had decided to save her money for a future race, perhaps for Executive.\u00a0 Her fellow incumbent, George Leventhal, <a href=\"https:\/\/elections.maryland.gov\/elections\/2010\/results\/Primary\/gen_results_2010_1_by_county_160.html\">edged her out for the fourth spot by 3,981 votes<\/a>.\u00a0 If Trachtenberg had spent her full sum, she might have been able to send out at least another three mailers and history could have changed.<\/p>\n<p>On the other side, no one raising less than $230,000 has won since 2006 with one exception: Marc Elrich.\u00a0 Love him or hate him, Elrich is the exception to a lot of rules in MoCo politics and <a href=\"https:\/\/www.theseventhstate.com\/?p=8577\">he has always vastly outperformed his fundraising<\/a>.\u00a0 Becky Wagner (2010) and Beth Daly (2014) were good candidates but they couldn\u2019t quite raise enough money to break through, even with substantial self-financing.<\/p>\n<p>This year, the folks whose fundraising is in the same ballpark as prior winners are Hans Riemer (the race\u2019s sole incumbent), Evan Glass, Bill Conway and Will Jawando.\u00a0 Gabe Albornoz and Hoan Dang are close.\u00a0 The others on this chart are below Daly and Wagner.\u00a0 All of this year\u2019s candidates will raise a bit more money because these figures only go through a month before the primary.\u00a0 But those in public financing \u2013 everyone except Delegate Charles Barkley and Ashwani Jain \u2013 have already raised most of their funds for this cycle.\u00a0 Public financing does not allow for last-second $50,000 loans or bundled corporate checks to pay for a final mailer or two.<\/p>\n<p>Money isn\u2019t everything \u2013 just ask David Trone.\u00a0 But it has a role and public financing has not changed that.\u00a0 As we go down to the wire in the at-large race, money matters as much as ever.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Adam Pagnucco.
