Flight from MoCo, Part Two"},"content":{"rendered":"<p><em>By Adam Pagnucco.<\/em><\/p>\n<p>As we stated in <a href=\"https:\/\/www.theseventhstate.com\/?p=10352\">Part One<\/a>, the IRS tracks the inflow and outflow of returns, exemptions and adjusted gross income (AGI) for all states and counties.\u00a0 Comparable data starts in 1993 and continues through 2016.\u00a0 Here is what that data looks like for Montgomery County.<\/p>\n<p>First, let\u2019s look at the inflow and outflow of tax returns, which approximate the number of households.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Number-of-Tax-Returns.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-10363\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Number-of-Tax-Returns.png\" alt=\"\" width=\"933\" height=\"722\" years, the number of tax returns leaving has exceeded the number of tax returns entering.\u00a0 The chief exceptions have occurred during economic downturns, especially in the aftermath of the Great Recession.\u00a0 We are skeptical of the data for 2015: there is no apparent explanation for the enormous drop in both inflow and outflow in that one year.\u00a0 We saw those drops in every local jurisdiction we examined and they did not seem to produce huge swings in net changes, as we will see.<\/p>\n<p>Below is the net change of tax returns (inflow minus outflow).<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-Tax-Returns.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-Tax-Returns-768x603.png 768w\" sizes=\"auto, (max-width: 933px) 100vw, 933px\" \/><\/a><\/p>\n<p>The net migration of tax returns \u2013 inflow minus outflow \u2013 tends to shrink during recessions but it is almost always negative.\u00a0 Since 1993, there was only one year when inflow exceeded outflow \u2013 2009, when tax return migration was +658.\u00a0 In 2016, outflow exceeded inflow by 4,748 returns \u2013 the worst year on record.\u00a0 The migration of exemptions, in and out, has followed similar patterns.<\/p>\n<p>Now let\u2019s look at the migration of adjusted gross income (AGI).\u00a0 The chart below shows the total AGI of taxpayers migrating into Montgomery County and out of Montgomery County, adjusted for inflation and measured in millions of 2016 dollars.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-of-AGI.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-10364\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-of-AGI.png\" alt=\"\" width=\"933\" height=\"723\" in every year.\u00a0 Note, once again, the fluky data for 2015.\u00a0 Below is the net change, adjusted for inflation, in millions of 2016 dollars.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-AGI.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-10361\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-AGI.png\" alt=\"\" width=\"934\" height=\"733\" srcset=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-AGI.png 934w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-AGI-300x235.png 300w, https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Migration-Net-Change-in-AGI-768x603.png 768w\" sizes=\"auto, (max-width: 934px) 100vw, 934px\" \/><\/a><\/p>\n<p>Every year has seen a net loss of adjusted gross income.\u00a0 The year which came closest to a wash was 2010, when $24 million was lost.\u00a0 The worst losses on record were in 2004 ($608 million), 2013 ($697 million), 2014 ($601 million) and 2016 ($672 million).\u00a0 Over the five-year period of 2011 through 2016, $2.75 billion of taxpayer income left Montgomery County on net.<\/p>\n<p>The IRS data tells one more story.\u00a0 Thousands of taxpayers enter MoCo and thousands leave MoCo every year.\u00a0 But on average, those who enter have lower adjusted gross incomes than those who leave.\u00a0 The chart below shows the average AGI of in-migrants and out-migrants in 2016 dollars.<\/p>\n<p><a href=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Avg-AGI-In-Migrants-vs-Out-Migrants.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-10360\" src=\"https:\/\/www.theseventhstate.com\/wp-content\/uploads\/2018\/05\/MoCo-Avg-AGI-In-Migrants-vs-Out-Migrants.png\" alt=\"\" width=\"933\" height=\"722\" 1993, out-migrants have had greater adjusted gross incomes than in-migrants by an average of 14%.\u00a0 In the 2011 to 2016 period, the average AGI of in-migrants was $71,707 in 2016 dollars while the average AGI of out-migrants was $83,262 \u2013 a gap of 16%.<\/p>\n<p><strong>One can only imagine the impact on the county\u2019s budget when hundreds of millions of dollars in taxpayer income leave every year.<\/strong><\/p>\n<p>Montgomery County is not the only jurisdiction in the region to see a net exodus of taxpayer income.\u00a0 We will examine how MoCo compares to its large neighbors in
