What Are You Doing with Your $5.99?

mcdonalds-Quarter-Pounder-with-CheeseAfter buying this McDonalds Quarter Pounder with Cheese ($4.78) with your tax cut, you likely won’t have enough left for fries or a soda.

Gov. Larry Hogan’s budget is remarkable for how little it appears to do, at least at first glance. For a governor who trumpeted his desire to cut taxes, the tax cuts are unexciting:

The proposal would also deliver $36 million in fee and tax reductions this year, partly by speeding up tax breaks already approved by the legislature and partly by making new cuts. . . .

Hogan has described his tax plan as “modest.” Legislative analysts suggest it would reduce revenues by more than $100 million a year when fully implemented.

Modest is indeed the word. This year’s tax cut amounts to $5.99 per Maryland resident based on last year’s population estimates. I suppose it’s a little more exciting at $16.02 per household.

Budget Director David Brinkley said that “Taxpayers would see ‘more money in their pockets.'” Just don’t try to take the family to McDonalds on the savings.

More commendably in uncertain times, the Governor is setting aside much of the projected surplus for savings:

The operating budget leaves about $450 million unspent, even after the state stashes more than 6 percent of its surplus in its ‘Rainy Day Fund.’ Bond agencies recommend saving 5 percent.

On the other hand, the Governor’s budget: (1) raises college tuition by 2%–nearly three times last year’s estimated 0.7% rate of inflation, (2) once again plans foolishly to take public money and give it to private schools, and (3) does not yet include any money for Baltimore to knock down vacant homes.

Restoration of Ex-Felon Voting Rights

Earlier today, the House of Delegates overrode Gov. Larry Hogan’s veto of Cory McCray’s bill to restore ex-felon voting rights by a vote of 85 to 56–the exact number of votes needed to achieve the 60% needed to override a gubernatorial veto.

Based on my quick scan of the board, six Democrats voted with the Governor: Del. Eric Bromwell (D-8, Baltimore County), Del. Ned Carey (D-31A, Anne Arundel), Del. Mark Chang (D-32, Anne Arundel), Del. Ted Sophocleus (D-32, Anne Arundel), Del. Mary Ann Lisanti (D-34A, Harford), and Del. C.T. Wilson (D-28, Charles). Wilson was the only member of the Legislative Black Caucus to oppose overriding the Governor’s veto.

One Republican, Del. Glen Glass (R-34A, Harford), voted with the Democrats.

Anne Arundel Capital Spending

The House also comfortably overrode the Governor’s petty veto of capital spending supported by Speaker Michael Busch for the Maryland Hall for the Creative Arts in Anne Arundel County by 92-49. Here is the Baltimore Sun‘s report on how the members of the Anne Arundel delegation voted:

House Speaker Mike Busch and Dels. Pam Beidle, Ben Barnes, Herb McMillan, Ned Carey, Barbara Frush and Joseline Pena-Melnyk voted in favor of the override.

Dels. Nic Kipke, Tony McConkey, Ted Sophocleus, Seth Howard, Meagan Simonaire, Mark Chang, Sid Saab and Michael Malone voted against.

Republican Del. Herb McMillan (R-30A), who represents the same district as Speaker Busch, supported the override. Democratic Dels. Mark Chang (D-32) and Ted Sophocleus (D-32) voted to uphold the Governor’s veto.

UPDATE: I am told that Dels. Chang and Sophocleus changed their votes verbally after the recorded vote on this bill. As a result, no Anne Arundel Democrats voted against the Speaker in the final official vote count.

Former Del. Herman Taylor to Seek Senate Seat

taylorI spoke earlier tonight with former Del. Herman Taylor, who confirmed that he plans to move forward with his bid for the District 14 Senate vacancy caused by the retirement of Sen. Karen Montgomery. The current District 14 delegation has endorsed Del. Craig Zucker for the seat.

Taylor won election to the House of Delegates in 2002 and 2006. He was among the first African Americans to win election from a majority white district, a path since followed by current County Executive Ike Leggett (UPDATE: though I am reminded Ike won election to an at-large seat on the County Council much earlier) and County Councilmember Craig Rice.

The race will be decided by a vote of the Montgomery County Democratic Central Committee. Taylor raised concerns to me about the process, likely amplified by the Montgomery County Democratic Central Committee’s lack of posting about on its website, though I did receive an email requesting applications.

Zucker remains heavily favored to win the appointment, having received the backing of County Executive Ike Leggett, the African-American, Latino and Asian county Democratic clubs as well as the delegation. Taylor left open the possibility of seeking the delegate seat seat should Zucker win the appointment to the Senate.

WaPo Comes Out Against Liquor Monopoly

Today, the Washington Post endorsed Del. Bill Frick’s bill to allow voters to decide whether to end Montgomery County’s “antiquated” liquor monopoly:

It’s time to scrap Montgomery’s liquor monopoly. How many times, and for how many years, must the county demonstrate that notwithstanding its proficiency in running libraries, maintaining parks or educating children, it is inept at the liquor business?

All Politics is Local . . . Right?

Today, I’m pleased to present a guest post by Adam Pagnucco.

“All politics is local” according to the famous quote by former U.S. House Speaker Tip O’Neill. Moreover, any occasional viewer of Hardball, the MSNBC politics show featuring his former Chief of Staff Chris Matthews, can probably hear the host’s voice repeating it over and over. In fact, he actually titled an entire chapter of one of his books with that phrase and explored its meaning in detail.

So who would disagree with this hallowed political wisdom? Apparently, none other than Chris Matthews’ wife and current candidate for Congress in District 8, Kathleen Matthews.

Kathleen Matthews is a formidable candidate with many strengths. She has name recognition from her long-time career as a local news anchor that would make most candidates green with envy. She’s great on TV and radio. She’s smart, well-spoken and attractive. She raises all the resources she needs to win. And she is a female candidate running against a group of mostly men, which is a plus in a Democratic primary tilted heavily to female voters.

But her campaign is so generic that it would be equally applicable to someone running in California, Massachusetts or New York.

Check out her issues page and her Facebook page. Almost everything her campaign discusses is a national issue. There’s nothing inherently wrong with talking about national issues.  Congress is a federal institution and deals with national and international matters. Gun control, the environment, education, the Middle East, women’s health and more are all important and she’s right to discuss them

The problem is that there’s almost no locally relevant content to go along with it. It feeds the vibe that her campaign is planned and executed by national-level, D.C.-connected operatives with no understanding of Montgomery, Carroll and Frederick Counties. And this is particularly surprising given the fact that Kathleen Matthews covered local issues as a journalist for twenty-five years.

Want to go local? Here’s how.

1. Metro

It’s impossible to understate the frustration that Metro riders have with WMATA. And how can one miss the drumbeat of local press coverage–assuming that one actually READS local press coverage? Riders want a fix and Members of Congress can play a big role. But Metro is buried in the Environment section of Matthews’ issues page.

Delegate Kumar Barve, one of Matthews’ opponents, gets it. Here is one of his many statements on Facebook about it. “METRO NEEDS TO BE FIXED!” blares Barve, echoing a sentiment with which few CD8 voters would disagree. Freshman Delegate Marc Korman made WMATA arguably his number one issue in 2014 and defeated a better-funded opponent with the Apple Ballot in Bethesda, an area where Matthews needs to do well. (Does any member of Matthews’ campaign staff know what an Apple Ballot is?)

2. Other Transportation Issues

Transportation and education have been the two most important issues in Montgomery County since, well . . .  no one here remembers when they weren’t the Big Two. But Matthews’ issues page has no transportation section. All of the key transportation solutions on the table required big federal bucks: the Purple Line, getting money for the Corridor Cities Transitway, remedying congestion on I-270, dealing with the American Legion Bridge and getting financing for Montgomery County’s proposed bus rapid transit system are all appropriate issues for federal involvement.

3. Immigration

This issue is both national and local and it is another no-show on the Matthews issues page. Many CD8 communities, including Takoma Park, Silver Spring and Wheaton, are filled with first- and second-generation immigrants of many nationalities. Barve and Delegate Ana Sol Gutiérrez are talking about this a lot and most CD8 candidates are addressing it. Is Matthews?

4. Localize National Issues

There are ways to talk about national issues while rooting them firmly in local affairs. Take a look at Senator Jamie Raskin’s issues page. He touches on many of the same matters as Matthews, but he discusses them in Maryland-specific terms while touting his specific accomplishments. Here are two more examples of Raskin discussing education and the environment employing a local frame. Whatever one may think of Raskin, he is definitely running in Maryland!

5. Meet the Neighbors

This is Raskin’s great strength. His campaign has deployed one of the best local field operations in recent memory and openly brags about its success. Raskin’s supporters extend beyond the establishment types (who can sometimes be a mixed blessing) and go down into the ranks of grass-roots activists–the kind of people who provide ground energy for campaigns. Some of his solicitations have so many names on them that even the most diligent reader can’t make it to the end. Does the Matthews campaign have lists of precinct officials, PTA officers, civic association board members and religious leaders to contact? How many of these local leaders have been asked to meet the candidate? Matthews is by many accounts an impressive person capable of making a good impression. How much is that strength being utilized?

6. Know Our History

The Annapolis establishment is mostly with Raskin, and the rest of it is with Barve. That’s not necessarily a problem for Matthews, as there is a certain segment of the electorate that dislikes political “bosses” and they respond well to perhaps her most important supporter, Comptroller Peter Franchot. So what does her campaign do? It lumps in news of Franchot’s endorsement with endorsements by two U.S. Senators with no connection to Maryland as well as former Lieutenant Governor Kathleen Kennedy Townsend.

Anyone with any knowledge of Maryland politics would know that Townsend was responsible for one of the most humiliating defeats in state Democratic Party history, the loss of the Governor’s seat to Republican Bob Ehrlich, and it all began when unknown retired retail clerk Bob Fustero got more than 20% of the vote in the Democratic primary. The Franchot endorsement is a big deal.  It can be used to good effect with fiscally moderate Democrats, especially in Carroll and Frederick Counties, and it can be used to fuel a similar anti-establishment narrative to the one used by now-Congressman John Delaney in 2012. But announcing the Townsend endorsement at the same time sent a signal to anyone acquainted with state politics that Matthews’ campaign has little understanding of our history or current political scene.

One more thing. Where  is former County Executive Doug Duncan?  He may be Matthews’ most prominent local supporter other than Franchot and he has a sizeable following in Montgomery County. He was a key early backer of John Delaney. But he is not mentioned at all on Matthews’ website.

7. Come Out Strong on a Hot Local Issue

Speaking of the Comptroller, he has a knack for latching onto hot local issues that help him build his base. For example, what do air conditioners in Baltimore County Public Schools have to do with the Comptroller’s core duties of tax collection and regulation of alcohol and tobacco? Absolutely nothing. But Franchot and Governor Larry Hogan are using the issue to bedevil a common adversary, Baltimore County Executive Kevin Kamenetz, and are fortifying their support in one of the state’s key jurisdictions.

The counterpart issue in Montgomery County is the county’s notorious liquor monopoly, on which the Comptroller has been a resolute opponent. David Lublin has written of the substantial opportunities available to any politician who dares to challenge the county employee union and call for open competition. Even if you disagree with me on the issue (and I am its organizer), consider three facts:

First, a substantial number of Democrats want the alcohol laws to be reformed. Second, if just one candidate in a multi-candidate race agrees with that position, those voters will flow towards that one candidate and away from the others, creating an advantage. And third, the monopoly’s principal defender, the county employee union, would never endorse Matthews no matter what since there are several other candidates in the field with long pro-labor voting records. So Matthews has nothing to lose and everything to gain. Why not call for Ending the Monopoly and pick up some votes?

Look, folks.  Kathleen Matthews is a top-tier candidate and she could definitely win. But if she doesn’t, this is why: so far, her campaign does not believe that All Politics is Local. Or really, that Any Politics is Local at All.

Frederick Gun Extremist Threatens Sun Reporter

My appreciation to the person in Frederick who provided me much of the information for this story.

Frederick County Resident James Grose believes that “gun confiscation efforts” are a real danger should a Democrat win the 2016 presidential election. It’s hard to know how seriously to treat someone who creates a new Facebook page under the giggle-inducing name of Mr. Boomstick. Except that his threats and whipping up hysteria on gun control are very real.

His Facebook cover photo is a “three percenter flag.” According to the Anti-Defamation League (ADL):

The Three Percenters, formed in late 2008, are a loosely organized movement centered around an obscure, and not particularly accurate, Revolutionary War “statistic” that claimed that only 3% of the American population during the Revolutionary War participated as combatants in the war.  The group asserts that they are a modern counterpart to that mythical 3% of American Revolutionary-era patriots and also represent the three percent of the population of American gun owners “who will not disarm.”

Godwin’s Law in One Easy Step

Now, this military wannabe (no, he didn’t serve despite his frequent invoking of veterans and love for camo) is recording videos with his extreme views and uploading them to Facebook. On January 7, in response to a a Baltimore Sun opinion piece on guns by Tricia Bishop, Grose said that “This is literally someone who works for the Baltimore Sun . . . you might as well hire a Nazi who wants to kill the Jews.” He debates posting her home address online.

Grose sees himself as a proud Second Amendment patriot but is unintentionally a walking argument for precisely the sort of sensible background checks advocated by President Barack Obama. There are many gun owners who treat firearms with the respect and seriousness that any weapon deserves. They don’t treat them as props while popping off on the Internet calling people “traitor” and threatening to make people “pay the price.”

A Great Way to Honor Dr. Martin Luther King, Jr.

Dr. Martin Luther King, Jr. was an indefatigable fighter for voting rights. A great way to honor his legacy would be for the General Assembly to overturn Gov. Larry Hogan’s veto of a bill that would restore voting rights to ex-felons.

The bill would restore the voting rights of 40,000 people. Its lead sponsors are Del. Cory McCray in the House and Sen. Joan Carter Conway in the Senate. The House of Delegates website says that it adopted a motion by Del. Anne Kaiser to special order the bill for an override vote on January 20th. Turning this bill into law would be a great start to the legislative session.

Peter Franchot Punches Back at Mike Miller

Comptroller Peter Franchot responded on Facebook to yesterday’s post on Senate President Mike Miller’s sharp criticism:

For the vast majority of my Facebook friends who have better things to do than keep up with the State Circle sandbox, and have asked me what all of this is about, here’s what Senator Miller’s latest attack boils down to. First, I’m an independent voice for the taxpayers of Maryland, who gave me this job that I love and who pay for my salary. I work for you – not for Senator Miller or any other Annapolis party boss.

Second, while I’m a lifelong progressive on social issues, I’m also a fiscal watchdog who is happy to work with responsible leaders from both parties to ensure that taxpayer dollars are spent more efficiently, and to hold the line on higher taxes and unsustainable debt. For a backroom partisan like Senator Miller, who must destroy the Republicans at all costs in order to recover his grip on patronage appointments, preserve his grip on the redistricting process and such pursuits, my preference for bipartisan government is an act of heresy that is best snuffed out.

I offer this not in a spirit of anger or resentment of Senator Miller, because he is simply doing what Annapolis bosses do. I offer this simply to provide context to those who might otherwise be inclined to take the Senate President and his comments more seriously than they should. That said, enjoy your Friday and a relaxing weekend!

I’m sure Republicans are enjoying gleefully this intraparty feud. Comptroller Franchot has certainly given back as good as he got yesterday from Senate President Mike Miller. At the same time, it’s hard to imagine this statement will help improve relations with General Assembly Democrats, who wish that Franchot would carry water for them instead of the Governor more often.

A Note on Political Maneuvering

Yesterday, one had to chuckle when when Mike Miller said “I’m not going to name his name.” Though technically true, it self-evident that he was speaking of Peter Franchot. Peter Franchot’s statements that he does not harbor “a spirit of anger or resentment” after a blunt, return attack towards Miller in the name of providing “context” inspire as great an eye roll.

But let’s hold off on labeling either of these people as insincere–or at least more so than the rest of us. The media routinely places politicians in an impossible position. Would anyone be shocked if Peter Franchot felt “anger or resentment” after Mike Miller’s comments? Except Franchot would be criticized as petty if he did not disclaim being so. Yet denying this normal human response looks disingenuous, especially after his scathing critique of Miller.

And people wonder why politicians sometimes look like a pretzel married a robot.

Addressing the Achievement Gap

The achievement gap between White and Asian students compared to their Latino and African-American counterparts has received increasing public attention. The County has a real interest in making sure all students perform well–not just because it’s right but also to assure that the County remains economically competitive. That’s not going to happen with an unskilled workforce.

Today, I thought I’d take a look at some of what Montgomery County Public Schools (MCPS) is already doing as part of its effort to make sure all kids have the skills to succeed. This is the first in what I hope will be an occasional series on public education. My thanks to Andrew Zuckerman, the Chief Operating Officer of MCPS, for providing so much of the information included here.

Choices in how we use our resources make a statement about what we value as a community. Traditionally, Montgomery County has been very supportive of MCPS, which accounts for roughly 50% of the County budget.

Impressively, despite enormous pressures due to tough economic times, the County has largely maintained that commitment. However, increases in the student population have nonetheless forced reductions in spending per pupil. The following graph shows the County contribution per pupil:

Accordingly, it become all the more important that we use the money we have wisely, as is hardly a secret at MCPS. An examination of how MCPS directs it resources reveals that it is spending significantly more in those schools with more disadvantaged students.

The following graph reveals the teaching and staffing allocation to three different types of schools with similar numbers of students:

To help disentangle the argot, Title I schools have high percentages of low-income families and qualify for federal assistance via the Elementary and Secondary Education Act. In this Title I school, over one-half speak English as a second language and 82% receive free or reduced price lunches.

Focus schools receive extra attention from MCPS despite not meeting threshold for Title I schools. Eighteen percent of students in this Focus school speak English as a second language and 50% receive free or reduced price lunches.

Low FARM schools have few students receiving free or reduced price meals (read: more affluent). In the low FARM school in the example, just 6% receive free or reduced price meals and 6% speak English as a second language.

As the graph reveals, Title I schools have 59 teachers and staff members while Focus schools have 51. In contrast, the low FARM school has 39.5. The difference is due overwhelmingly to the allocation of additional teachers to Title I and Focus schools.

So even as we continue to discuss additional ways to close the achievement gap so that all students are performing as high as possible, we need to acknowledge that MCPS has directed meaningful resources towards this problem. That doesn’t mean it’s solved, doesn’t merit significant attention, or we don’t need to attack the problem in a variety of ways, but it also means that MCPS is taking real actions to address it and the gap in opportunity between more and less affluent areas of the County.

Miller Touts Raskin, Disses Franchot in One Stroke on Opening Day

The Maryland Senate is just not a safe space for Peter Franchot.

On the opening day of session, many luminaries come before the General Assembly to say hello and give brief remarks. When Senate President Mike Miller introduced Brian Frosh, I’m told he said enthusiastically something along the lines of “Welcome to the Attorney General. He served in this body for many years.” followed by very welcoming applause from his former colleagues.

As Franchot rose to speak, Miller introduced him offhandedly as the “tax collector” to very scattered, tepid applause. However, the chamber gave a resounding round of applause when Miller next reminded the body that Franchot used to represent Sen. Jamie Raskin and touted Raskin as someone who was going to do a terrific job as the next congressman from the Eighth District.

Miller also compared Franchot to Trump in a television interview, so I guess it’s safe to say that they’re no longer BFFs. More dangerous for Franchot is the broader estrangement from the Democratic Party that the moment revealed.
